AMRUT — Atal Mission for Rejuvenation and Urban Transformation

The Atal Mission for Rejuvenation and Urban Transformation (AMRUT) was launched on 25 June 2015 with the aim of providing basic services to households and building amenities in urban areas, to improve the quality of life for all residents — especially the poor and disadvantaged. Five hundred cities with a population of more than one lakh benefit from the Mission.

The objectives of AMRUT are to ensure every household has access to a tap with assured water supply and a sewerage connection; to increase the amenity value of cities by developing greenery and well-maintained open spaces such as parks; and to reduce pollution by encouraging public transport or facilities for non-motorised transport such as walking and cycling.

Implementation of AMRUT in Meghalaya

The Mission city under AMRUT for Meghalaya is Shillong. AMRUT comprises three components: (1) Faecal Sludge & Septage Management, (2) Water Supply, and (3) Green Spaces & Parks.

Under Sewerage & Septage Management, two projects have been proposed and implemented — a Septage Treatment Plant and Faecal Sludge & Septage Management. Five Water Supply projects have been proposed and implemented by the Public Health Engineering Department and the Shillong Municipal Board, and under Green Spaces & Parks, eight projects have been proposed and implemented by the Shillong Municipal Board and the Forest Department.

Mode of Operation

  1. The Apex Committee allocates annual budget to States.
  2. The SHPSC gets city-level Service Level Improvement Plans (SLIPs) prepared to provide water supply and sewerage connections to all in the city.
  3. The SLIPs are aggregated to form the State Annual Action Plans (SAAPs).
  4. The Apex Committee appraises and approves the SAAP.
  5. Execution begins.
  6. The ULBs get DPRs for identified projects approved by the SHPSC, which are technically appraised by the SLTC.
  7. Implementation begins after detailed technical and financial appraisal of the DPRs.

Release of Funds

Funds are released in three instalments of 20:40:40, with a Central : State share of 90 : 10. Funds are released by the Ministry of Housing and Urban Affairs, GoI, to the State Government, then to the State Nodal Agency, and from there directly to implementing agencies.

  An amount of ₹35.473 crore has been utilised to date.

Status of AMRUT

Under the Mission, four projects have been completed and are operational, while the remaining eleven projects are in the process of completion.
