Activities

Since its inception, the Authority has been approving building permissions as per the provisions of the Master Plan for Shillong, Tura and Jowai, and issuing No-Objection Certificates for small-scale industries within the jurisdiction of the Master Plan.

As per powers conferred by Section 74 of the Meghalaya Town and Country Planning Act, 1973 (Assam Town and Country Planning Act, 1959, as amended and adapted by Meghalaya), the Meghalaya Building Bye-Laws, 2001 was notified and enforced by MUDA since February 2003. Prior to this, building permissions were sanctioned by the Municipal Board after due scrutiny of the plans by MUDA.

The Authority has also taken up survey work of the New Township for Shillong, and contour survey of most of the acquired land has been completed. In Shillong, the survey has been completed and implementation of the proposals of the Master Plan is in progress.

The major scheme for setting up the New Township for Shillong has been prepared with the objective of absorbing the overspill population of Shillong and facilitating growth. The State Government made the Meghalaya Urban Development Authority the implementing agency for the New Shillong Project — land acquisition, survey and appointment of consultants were among the responsibilities assigned to MUDA.

However, with the setting up of the New Shillong Township Development Agency (NSTDA) in 2013, implementation of the New Shillong Township and management of finances, acquisition, allotment of land and development of infrastructure have been transferred to NSTDA.

Parking & Shopping Complex Management

The Authority has also been entrusted with the management and operation of parking lots and shopping complexes in Shillong, as follows:

  • Parking Lot cum Shopping Complex at Police Bazar
  • Parking Lot at Mahavir Park
  • Parking Lot cum Shopping Complex opposite District Council
  • Parking Lot at Khlieh Iewduh

Nodal Agency for JNNURM / UIDSSMT

In June 2006, MUDA was notified as the State Level Nodal Agency for the implementation of the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), and also UIDSSMT for seven towns. The function of the nodal agency is to assist Urban Local Bodies (ULBs) in the preparation of City Development Plans (CDPs) and Detailed Project Reports (DPRs) for selected towns, including appraising projects, managing and monitoring physical and financial progress, and supporting implementation.
